Telematic Cash Register: Obligations, Costs and POS Integration
The telematic cash register (RT) is an internet-connected cash register that records revenue and transmits it to the Revenue Agency: since 2019 fiscal meters can no longer be type-approved, and from 1 January 2026 every POS must be administratively linked to the RT (Budget Law 2025). The device costs indicatively from €300 to €800 according to industry guides.

What the telematic cash register is
The telematic cash register is a cash register fitted with an internet connection, per the definition of the [Revenue Agency](https://www.agenziaentrate.gov.it/portale/gli-strumenti-a-disposizione): besides recording revenue, it transmits transaction data electronically and can issue the electronic receipt with QR code or SMS.
The device performs three functions: it certifies the sale with the commercial document, records the data fiscally and transmits them telematically (sent to the Agency's Sogei system). In 2026 it is the standard tool for every business issuing receipts or fiscal vouchers.
The payment gateway role is distinct: the POS terminal collects, the telematic cash register certifies. RoxPay supplies the POS Smart with no monthly canone and IC++ pricing (€0.15 + 0.35-0.85%), with funds credited to the business account within 48 hours.
Fiscal meter vs telematic cash register
The fiscal meter is the historical device introduced by the law of 26 January 1983 and governed by D.M. of 23 March 1983: a fiscal recorder with no data transmission capability, in which revenue remains only in local memory.
The telematic cash register adds connectivity: telematic transmission of revenue, electronic receipt, virtual stamp handling. Since 2019 fiscal meters can no longer be type-approved for the new obligations, and the installed base has been progressively replaced with telematic devices.
The practical difference for the merchant: with the RT certification and transmission are integrated in the device, the 2026 obligations (POS-cash register link) provide for the online pairing on the Fatture e Corrispettivi portal, and revenue recording does not depend on manual steps.
Obligations in 2026: who must have the RT
The telematic cash register is for anyone who must issue a commercial document (receipt or fiscal voucher). Exemptions apply to those always issuing an invoice, fuel sales, automatic vending machines and electric vehicle charging.
From 1 January 2026 comes the obligation of administrative link between POS and telematic cash register (Budget Law 2025, paragraphs 74-77): a logical pairing registered on the Fatture e Corrispettivi portal, not a wiring between devices. POS active in January 2026 had to be linked by 20 April 2026; terminals activated later, within the second month after activation.
Failure to link is equated with omitted recording of revenue: a sanction of 90% of VAT with a €500 minimum per violation (Dlgs 471/1997 as amended), with business suspension from 15 days to 2 months in case of repeat offences.
Costs: device, registration and software
A telematic cash register costs between €300 and €800 for the device, according to the sector guide published in February 2026; the range depends on the format (fixed, portable, with printer) and connectivity functions. Added to these are registration with commissioning by an authorised technician and the canoni of the cash register software or the cloud service for data transmission.
Who buys the device owns it, but the software and update burden remains. The operational alternative is a provider-managed terminal: RoxPay activates the POS Smart with no monthly canone and no fixed cost, with the per-transaction fee separate and visible.
On the total cost of electronic collection the fee weighs more than the hardware: the guide on [how much a POS costs](/en/resources/payment-gateway-fees-comparison) compares canoni, fees and hidden costs over 12 months.
Integration of RT, POS and gateway: how it works
With integrated telematic systems the sale generates in a single flow the payment, the commercial document and the data transmission: the POS communicates the amount to the telematic cash register, the RT certifies and transmits, the receipt comes out without double entry. The administrative link between the two devices must be recorded on the Fatture e Corrispettivi portal.
The typical path in four steps:
What RoxPay offers for POS and certified collections
RoxPay is not a bank and does not open bank accounts: it is a payment gateway. The POS Smart terminal is activated with no monthly canone, with transparent IC++ per-transaction pricing, and the collection is credited within 48 hours to the existing business account of your company.
The operational link with the cash register and the electronic receipt is configured in your management software; the guide on the [POS-cash register link](/en/resources/payment-gateway-for-smes-guide) details the procedure on the Fatture e Corrispettivi portal, while the [Android POS terminal guide](/en/resources/retail-pos-system) compares the most widespread Smart models to choose the right hardware.
